California needs to remove all those dams they built, destroy all the dikes and water diversion channels and return the entire state to a wilderness and make it off limits to human habitation.
Then the state of California will no longer be concerned about the Environment! That will not change natural climate cycles but there will be no one to cry about it!

Maybe they should start by taking everyone from the Sacramento region and move them to Death Valley to live in tents for a year and let them live off the land. Then move south to the LA area starting with neighborhoods around Hollywood and move them there as vacancies become available. If nothing else it will increase the nutrient levels in the soil in Death Valley!
