So they picked a day when both the full moon and a stiff onshore breeze causes higher than normal tides to take the measurement and project this temporary and normal reading outwards to fulfill their voodoo predictions and scare the uneducated?

The Hudson River really doesn’t have a traditional River mouth. the lower half of the river is a tidal estuary. saltwater can reach as far north as Poughkeepsie, NY, which is about 70 miles from Manhattan Island.
