There is simply too much heat in the system. Nights never cool down enough to allow the system to re-equilibrate at a lower energy state.
Winnipeg on the other hand has much less energy in their climate system, which is what makes the Manitoba climate so agreeable.

I hated the “Rotten” climate in Hawaii so much I only went there twice.
Winnipeg on the other hand has never been in any of my travel plans because of the thought of all that “Mild” weather.
Winnipeg is purportedly the coldest world city (in winter) with population over 600,000.
