His 1998 graph showed 1998 as being the third warmest year – after 1934 and 1921, with 1998 a full degree cooler than 1934. It also showed a strong cooling trend after the 1930s.
Two years later he simply altered the data to make 1998 warmer than 1934 and 1921.

Manipulation of temperature data seems to be standard operating procedure at both NASA GISS and NOAA NCDC. Not surprisingly, thermometer adjustments (via homogenization, interpolation, and TOBS) always confirm the global warming hypothesis: the past gets cooler and the present gets warmer. Presto: instant “global warming.”
There is one man-made temperature influence that both agencies downplay or refuse to take into account: the urban heat island (UHI) effect. They also fail to take into consideration the siting of thermometers near artificial heat sources. Why? Because to acknowledge these two influences would force downward adjustments in temperature at many locations.
Note: Despite all the shenanigans, the temperature data sets (HadCRUT 3 and 4, RSS, UAH and GISS) still show no statistically significant warming for the past 17 to 23 years.

I have no idea what you are talking about. The link is there, it works, and points to an archive of a NASA doc which NASA has deleted from their web site.
This is why if justice is to be done that Hansen needs to spend the rest of his short life behind bars.

The unfolding human-made climate crisis seems almost surrealistic from a
scientific perspective. As knowledge of a climate emergency improves,
policies change in ways that exacerbate rather than mitigate the situation.
The tragedy is that actions needed to stabilise climate, rather than being
painful to society, would have multiple benefits, including stronger
economies, more good jobs, and more equitable opportunities for individuals.
If our governments continue to fail to advance effective policy, thus
causing continued extraction of every fossil fuel that can be found, today’s
children, future generations, and nature will bear the consequences through
no fault of their own.
A variety of options for making governments do their job will be discussed.
