There is no more property in the path of violent weather, just more idiots living on the property that is in the path of violent weather. Raise the taxes and premiums on property in hazardous locations. When Government agencies believe there is no problem living in flood zones as long as the properties have enough insurance they will continue to allow construction in those locations.
They also need to look at the type of buildings that were built in hazardous locations in countries that do not have building codes.
There is no big risk to the insurance companies due to natural disasters. The Government will bail them out one way or another. They are too big to fail!
