I recall seeing some photos that were taken in Alaska during the 30s that showed sink holes being formed under houses and the houses falling in. The region is all alluvial deposits and being washed away by the ocean is normal. During the next glacial period when the sea level is lower in will build up again as more rocks are washed towards the ocean from the mountains.
If they had not attempted to build permanent settlements they would not have had the problem so it can be solved by the residents reverting to the old ways of moving with the seasons and food supply!
Simple solution!
That way they van insure they remember their heritage and maintain cultural diversity.
