Tricky. Increases in per capita energy and electricity use does improve life when the starting point is low. More developed countries can and do increase their GDP and reduce their per capita energy use because they shift from industrial economies to more service based ones. So it all depends on which country you are talking about, which I’m sure Romm does not explain.
Anyhow, good experiment in Japan right now to see how reduced energy supplies help them achieve a new state of green bliss.
