In the UK when we had our snowy period we had just as much snow as most places in Northern England even though it was a lot colder up there. I guess they have snow for longer though. Of course we are in a mild maritime environment with prevailing westerlies, so it may be different in continental USA.
I’d say a general summary would be that if either too warm or too cold you do not get too much snowfall, somewhere in the middle you get most.

December was the second coldest on record in England. I wonder if that had anything to do with the snow?
