There is a ban on using it for agriculture not for use against disease vectors. In fact the WHO actively supports the use of DDT for this purpose, i.e. internal wall spraying.
Have they taken a census of mosquitoes in Kenya anytime lately? Has the claim of more mosquitoes passed the infallible peer review process?

We all know DDT made the malaria come back.
I suspect that many of these other things are also political issues.
