Taking water from the ground sends it on its way to the oceans, but putting up dams in rivers keeps it from reaching the sea. Humans are doing more of the former, and the dams are about at capacity.
Dams are at capacity? The team needs to decide if we are in a permanent drought or a permanent flood, because talking out of both sides of their mouth makes them look like idiots.

What a stupid statement from Appell. If the dams are at capacity the water going in equals the water coming out otherwise it would end up going down the spillway.
Dams only keep a fixed amount of water from reaching the sea; their capacity.
David forgot any lessons he may have learned about Hydrology. But most important David shows he forgot any lessons he may have learned about logic.
Calling him an Idiot is demeaning to the true idiots in this world. Less intelligence than Pond Scum might be a better descriptor.
Obviously this is a conspiracy by deniers in positions of authority. They keep the water back to make the sea level rise looks smaller. They even refuse to pee for the same reason.
