Only problem is, sea level isn’t rising in Louisiana. Satellites show no rise over the last decade. Lousiana is sinking into the sea, and the tide gauges are going down with it.
When you build on a swamp and shut off the deposition of eroded material from up stream, the Swamp will sink under the waves. Louisiana is a very good example of poor land use planning.
