This doesn’t begin to get to the heart of the isse. A great portion of the stimulus dollars simple went to the states to tide them over to the recovery. The shovel ready projects were largely projects that were ready to be paid for by state and municiple bonds. The funding mechanism just changed. Little additional construction was done that wasn’t already planned and these were a very small part of the stimulus as it was. Much of the money (>$50 billion) was directed to Medicaid to cover people who had lost health insurance due to job loss. This insured that the recession proof health care provider were actually able to grow and increase prices while the rest of the country was contracting. DoE may become a political wipping boy this campaign season but once again, healthcare was at the head of the line when uncle sam had his check book out.
A lot went to the teachers unions. Most went to bail out state workers and shoveled into green empty holes to assuage the enviros.
When Jennifer Granholm left office, on her way out she claimed Michigan had a surplus, but it was a result of Obama porkulus money. The state was still fiscally in shambles before and after the money ran out.
No doubt many other states were in the same boat.

The Amonix solar manufacturing plant in North Las Vegas, heavily financed under an Obama administration energy initiative, has closed its 214,000-square-foot facility 14 months after it opened.
Officials at Amonix headquarters in Seal Beach, Calif., have not responded to repeated calls for comment this week. The company today began selling equipment, from automated tooling systems to robotic welding cells.
A designer and manufacturer of concentrated photovoltaic solar power systems, Amonix received $6 million in federal tax credits and a $15.6 million grant from the U.S. Department of Energy to build the plant in North Las Vegas.

Obama is outsourcing jobs with taxpayer money, as well as through the punitive tax code.
He says we’re lazy because we haven’t done enough to attract foreign investors, yet again we have the punitive tax code and political cronies are given subsidies and tax breaks which is actually just wealth redistribution from other without political comnnections. Why would foreign investors want to open a plant in a union state? They don’t (foreign car companies and Airbus have gone to right-to-work states).
