And…”Seemed?” “SEEMED!??” Have these writers not seen the recent figure comparing the 5-year running average of 73 models? (e.g., http://stevengoddard.wordpress.com/2013/06/11/climate-models-achieve-six-sigma-failure-rates/ ) “Their” models show a steady rise from 1979 until today. “Seemed???” Good gravy!
And also, “…they’re [observed temperatures] perilously close to falling beneath even the lowest projections…” Sorry, y’all (do you writers not know anything about science?) …observed temperatures never have borne any co-relation to those predicted by models, since the divergence begins in 1979 and continues to this day.

You are absolutely correct. The Highest recorded temperatures in the Continental US were in the 1930’s. These temperaturwed have never been equaled since.

See pp. 152-156 of the report for details. Theoretically, only higher fossil fuel taxes will work. The report is agnostic on this, not supporting or opposing this policy, just saying what their analysis suggests.
These experts need to do their homework. As Dr. Svalgard and others have pointed out, the earth has been steadily cooling for the past 3,000-plus years. We are now approaching the end of the current interglacial (the Holocene epoch), which has lasted more than 11,500 years. The globe will experience intermittent cold and warm periods as we approach the next glaciation, but overall the planet continues to cool.
The fictional tale of CO2-induced global warming is the product of manipulated climate models. There is no empirical or observational evidence to support such a conclusion. And the human portion of CO2 added to the atmosphere is so small compared to natural CO2 emissions (e.g. ocean outgassing, decaying vegetation and volcanism) that it cannot be measured.
