Don’t underestimate the schtick’s ability to manufacture hurricanes. None of 2013’s four named tropical storms had tropical storm force winds measured by land based stations.

I suppose that a hurricane count of zero could be above average if negative hurricanes exist. We know that climate change causes everything, so it must also cause negative hurricanes.
