congress does not have the authority to delegate it’s powers, and most of the bureaucratic rules (which liberson calls laws) cited by liberson are clearly ‘laws of attainder’. two strikes.

It isn’t just you. The last two sentences are so vague as to be meaningless, and nonsensical. Why do the alleged costs of “climate change” flow any more directly to the consumer than the earlier pollution costs? They don’t. The only significant difference is that these costs go more to the government and a different industry, the AGW research-industrial complex.
But, don’t worry, it is all clarified by one of those “complex” models.
