It has been mild in NE Canada for most of the winter up to now, conditions have only changed recently, hence why the very late freeze up of Hudson Bay.

It isn’t just the temperatures that are so cold. Even at those temperatures you still get winds and blowing snow etc. Right now there are nine places with wind chills of –50C or more:
