Of course everything is paid by the individual taxpayer. If oil, gas or coal companies had to pay New York would not have oil, gas or coal.
Bu if the individual taxpayer no longer can afford to pay for oil, gas or coal New York will no longer have oil, gas or coal.
At some point the oil companies should comply with New York and simply announce:
Although we totally disagree with New York on the cause of bad weather, we have decided to remove any doubt that we might be harming their weather by ceasing ALL OIL SALES in the state of New York beginning immediately.
It will be loads of fun to watch new York go to court begging for the courts to force the “greedy” oil companies to resume sales of their “harmful” product.
I do believe that would be the proper way to go. They don’t want pollutants so stop selling them in NY. Problem fixed…and the riots start days later????????
If Bozo Joe can indemnify the shot makers for 5 more years, why can’t Trump do so for the fossil fuel providers? Just put an end to it.

And is Hochul going to fine the companies for emissions for places other than New York? How can they have that jurisdiction? I speculate this law will fail in court, so it will turn out to be just a PR stunt.
The solution is easy and would only take days to fix. All of the oil companies being fined need to stop selling any gasoline, Diesel fuel, oil, grease or natural gas in the state and do it cold turkey. The government would need to reverse course in 3-4 days. A week, tops.
