Link ?!?! Are you kidding? Reviews are a pipe dream. Barry Soetoro can approve it any day he wants to. He can not approve it any day he wants to. His position has not changed since he said no, and there is NO REASON to believe he will ever change his mind.
It is fantasy to believe that some new report will change his mind. He doesn’t care.

President Obama was savvy during the 2012 election cycle. He approved the southern half of the pipeline. He appeared pro-pipeline without actually offending his own base.
Way to cut that baby in two, Mr President!
I predict a third review, then one more election cycle.
Will the shutdown cut into his golfing time? That would be worse than he thought.
As you know, he isn’t waffling, it is his strategy to prevent Congress from overruling his decision not to build the pipeline. Interestingly, due to fracking, the pipeline is probably no longer necessary, from a U.S. standpoint, but Obama’s interference will be remembered by the Canadians.
The more Canadian oil that gets to market, the less money goes to Obama’s middle eastern terrorist friends.
