NOAA should be abolished and weather forecasting should be privatized rather than a government function. Let the agencies that need forecasting get contracts with private companies that are judged by the quality of their forecasting ability.
A government agency should not be an advocacy group because that is outside their job description. Rather that suggest a particular action they should provide their knowledge WHEN asked for advise about weather conditions. Which should be based on historical facts rather than future fantasies.
OF course the question is how did they get the numbers?????
Maybe we could invite NOAA staffers up to Nunavet for a month oh.. lets see February is available, to count the seal population.
Or if they don’t want to experiance the Great White North maybe they could take the word of the people who live there.
They want to rely on model output as real world evidence can not be relied on. Some one might fudge and use real numbers which would not provide the desired results. With models you only need to know what the answer is before punching in the numbers to get that answer. In the real world the answer is not known until all the research is done and that is not acceptable. The only acceptable solution is to Make S@@@ UP!
