Its worse than that, even. I thought that maybe they were using the outlier(GISS), so I went to GISS and looked, nope, not even close to .25 C. So then I thought maybe at the time of publication (the pdf) that it was possible for the .25 C. So, I looked for a date. Click find, “2000” and you’ll find the quote. On page one, I found this, “Second Version: March 2009 http://www.climatescience.gov“. So what does GISS say about March 2009?
