Curious date though. Remember that just a decade earlier the powers that be made a big fuss over Seward’s folly (a partisan attack on the purchase of Alaska under the guise of fiscal waste).
I guess that once reconstruction was ended, Congress was freed up to dream up things to keep them busy.
