SUMMIT COUNTY — NOAA issued its updated 2011 Atlantic hurricane season outlook today raising the number of expected named storms from its pre-season outlook issued in May. Forecasters also increased their confidence that 2011 will be an active Atlantic hurricane season.

They are concerned their funding will be cut. If they claim a busier future they think it justifies them receiving more money. We can feel confident they “Will” name more Clouds! The insurers with feel more comfortable raising rates based on NOAA projections. Of course FEMA will get more money to prepare for imaginary extreme weather from imaginary storms!
Replace confidence with hope in that last sentence and you’ve got the sentiment about right.
