- Otherwise the building would get quickly buried by the accumulating ice and snow

Well, if the earth is cooling and the Arctic sea ice is “recovering”, then how do you explain this. Arctic shipping through the NorthEast and NorthWest passage exceeded 1 million tons in 2013. The issue holding back even more shipping is insurance companies sorthing out how to deal with icebergs floating in open water. Breaking sea pack ice with icebreakers is a declining issue.
Perhaps you could graph icebreaker capability vs. CO2. That would tell us a lot about the climate.

Most of the shipping is Russian shipping into Siberia and there’s not a whole lot of choices so don’t worry too much about insurance.
Whenever you see big tonnage statistics for Arctic routes, they always include the Northeast Passage, to ensure they can count these Russian shipments, and yeah icebreakers feature heavily. A surprising number of ships end up stuck every year and need rescuing because it always freezes faster than they expected.
