Texas gets a lot of its rain from hurricanes/tropical storms. So, during a time when hurricane activity is low and fewer large storms have hit the gulf coast, you expect them to have less rain.

Going to the above site, you can see rainfall estimates and zoom in to specific localities in Texas. This site allows you to see daily up to the most recent 120 day accumulations in step intervals. For instance, where I am in the process of selling my home near Sour Lake, TX, there has been 30 inches of rain during the period 1/25/2015 to 5/25/2015 — that is a lot of rain. In contrast, at this site I do not see that small apparent-below-normal-precipitation anomaly in the HPRCC precipitation map just north of Odessa, TX
