Boner has no courage because he has no convictions. He holds no principles that cannot be compromised. He has no line that will not be crossed if the price is right and that price is cheap. However, like most establishment Republicans, he wants the Democrats to love him and to stop saying bad things about him. He is willing to be a better Democrat than the Democrats to make it so. The Democrats know it and play him like a carrousel pipe organ. No matter how many times he rides that ride, it is always the same tune and he never learns. The critical question is not why is Boner that way, it is why do We the People keep voting his kind into office?
