WHITE HOUSE OPENS DOOR TO OBAMACARE DELAY – As the federal government teetered on the brink of shutdown at the end of last month, the White House and Senate Democrats flatly refused a Republican emergency spending bill that would have kept the government open but delayed ObamaCare’s requirement that individuals purchase health insurance by March 31 or face a fine. Senate Majority Leader Harry Reid responded to a GOP counteroffer by saying Republicans had “lost their minds.” But after an epic failure of a launch for the new health insurance entitlement and with the partial shutdown over, “delay” suddenly isn’t a dirty word anymore. With many of those subject to the fine unable to sign up due to manifold botches in the enrollment process, Democrats are warming up to the idea.
Obama and Reid’s behavior over the past three weeks is grounds for impeachment. What are the Republicans waiting for?

It looks like Obama is starting to suffer the effects of Brooks’ Law which states that “adding more programmers to a project running behind schedule will make it even later”. This is because the time required for new programmers to get up to speed and the increased communication overhead consume an ever increasing quantity of calendar time.
Brooks’ Law was coined by Fred Brooks in his classic software engineering book “The Mythical Man-Month”. It is based on Brooks’ experience at IBM managing the development of OS/360. He had a project that was falling behind schedule, so he added more programmers to the team which counter-intuitively ended up delaying the project even further.

Change riders
Threaten the horse with termination
Appoint a committee to study the horse
Arrange to visit other sites to see how they ride dead horses
Appoint a project team to re-animate the dead horse
Create training to increase the rider’s load share
Change the form to read: “This horse is not dead.”
Hire outside contractors to ride the dead horse
Harness several dead horses together for increased speed
Increase funding to help the horses performance
Do a time management study to see if lighter riders would improve productivity
Purchase an after-market product to make dead horses run faster
