When you get up to 50% of the population receiving a net benefit from governments (subsidies or welfare, whatever), then it becomes nearly impossible for a right-wing, cut-spending party to win an election.
This is what the Scandinavian nations found themselves in decades ago and many other countries have faced since. All that results is never-ending deficits and more government borrowing to fund ever more programs (unless you are Norway with so much oil revenue).
Government needs to stay below 40% of GDP because even a moderate recession then puts you into that make-or-break 50% category that you can’t get out of.
Now if you are a left-leaning party, this is what you want, no matter how bad or how counter-productive each individual program is. No matter if the country goes into recession. Just getting the “depend on government” or the “get a net benefit of government crowd” proportion up to 50% guarantees re-election.
Obama won the last one based on this demographic change alone. It was a done deal.
40% of GDP or less is the proper number to ensure efficient government. You might think even 40% is a high number but that is more-or-less what government is today. There are some 25%’s and some 30%’s, but almost all are 40% to 53% today. Highways are expensive, welfare is expensive, taxes are high, left-leaning parties need to get re-elected.

I believe one of Obama’s objectives was to even out the playing field so that no single individual would be hit with astronomical health costs? Wasn’t this the situation with his mother? But there is no such thing as a free lunch. Health costs would have to go up for modest users such as younger people, in order to protect the high usage individuals.
Obama’s mother had insurance for the cancer. She also had a highly-paid son in Chicago, a big ticket attorney making $150k a year at the time — who refused to even go see her because she was white. (He was holed up with Jeremiah Wright at the time, and admits in his book that he considers this a mistake,)
