we saw in 2008 just what can happen when we fail to connect those dots – climate change, oil prices, protectionism and global economics collided to push food prices up and hang a cloud of starvation over the heads of millions of people.

A direct tax on oil could reduce demand which would decrease the price of oil. In 2008 when the price of gas spiked, demand went down (i.e. people changed their driving behavior).
I see – so raising prices makes them decrease. Climb steps to the basement, because going upstairs makes you tired.
such logic may apply to things which are not necessities
