I managed to get copies of these 1974 papers from NOAA
They detail the setting up of the Sub Committee on Climate Change and the first report.
In their words
It is clear that climate fluctuations are resulting in major economic, social and political consequences.
The White House was so concerned, it set up its Climate Program, with a huge budget.
