Obama wants to depoliticize science
The memorandum will order the Office of Science and Technology Policy to “assure a number of effective standards and practices that will help our society feel that we have the highest-quality individuals carrying out scientific jobs and that information is shared with the public,” said Harold Varmus, who co-chairs Obama’s Council of Advisers on Science and Technology.

A rational scientist would be celebrating the lack of warming, and then incorporating the heretofore unknown heat absorbing mechanism of the oceans into their climate models. Then would be holding a thank you Gaia celebration party with their colleagues.
The fact that they aren’t, shows they never really cared about the earth heating up.
He reflexively says things that mean nothing to him, except to bolster his image and to cover his rear end if he ever needs to bring them out in later debate (even though they blatantly go against the facts of his later actions).
There is a consensus among climate scientists that global warming exists and is cause by man, but that is a thin, rotten consensus.
