I don’t know about that.
The UK Met Office would put up a serious challenge.
Such as forecasting that last April would see below average rainfall when it turned out to be one of the wettest ever.
On March 22nd I believe last year after a very dry winter and the smell of AGW in their nostrils UKMO released a three month forecast for April, May and June saying all three would be drier than average here it is again in all its glory

The actual April figure turned out to be 128mm.
What it boils down to is believe the oppposite of what the MO says.
Of course, the failure of the forecast would probably be attributed to “climate change”, rather than poor forecasting.
Pretty soon they won’t even be good enough for defrauding the citizenry. But they may make great evidence some day!
Meteorologists can forecast three days out, but beyond that it becomes a crap shoot. That said NOAA trying to forecasting three months is just moronic at best. Just like the Met Office in England, last year forecast dry warm conditions for the year. We all know how that turned out.
