Some of the worst storms in Texas have been tropical storms, rather than hurricanes. A slow moving tropical storm can dump huge amounts of rain.

Amen to that! I remember a 1976 toadchoker that dropped six inches around Rice University and the totally concrete clad Houston Medical Center in a few hours. All of the emergency generators installed in hospital basements flooded out. A few years later the area south of there between Houston and Galveston recieved tens of inches of rainfall in multiple doses. The very worst part is that the squall lines would reform every afternoon and do it all over again. Lots of water with no place to go…
