Obama will announce at his state of the union address that he is now in charge of the weather, but the Soviet Union actually took control of it 40 years ago.
Disrupting the Borg is expensive and time consuming!

Did the Russians ever finish that scheme?
Freshwater discharge into the Arctic Ocean appears to have been slowly increasing (+1.4 km3/yr average since 1920) despite whatever the Russians may have done.

I am glad to see this article because it reminded me of a different article I read about the Russians seeding the clouds to reduce the need to remove snow from Moscow. While checking up on that, I found several articles about them seeding the clouds to prevent/ cause rain- as they wish.
I’m not a believer in man-made global climate change caused by our day to day activities, but believe the environment corrects imbalances.
However, I am concerned that deliberate and sustained efforts to change weather patterns and landscape could cause a major SHIFTING pattern.
Would appreciate Mr Goddard’s input.
