It is just weather, but when does it become a concern?

Weather has always been a concern for humans. It could be a major concern or a minor concern. I have spent most of my life being concerned and aware of the weather. Adapting to variations in the weather has been a major driver in humanity’s advances.
So this is Spring, summer should be nice.
What the heck is up with the coast of Texas? Record high temp overlaps low max temp in the same week. Can’t be weather. Must be climate.
