We will have to require background checks for all natural gas, gasoline and ammonia purchasers too. People who purchase CNG cars will be automatically listed as terrorists.

Autoignition/Flashpoint for (NH4)-(NO3) is 300C/572F, but in a high pressure closed container, the flash point drops to just 93C/200F.
Diesel fuel is not required. Almost any combustible would suffice.
