Toomey and Sen. Joe Manchin, D-W.Va., told reporters Wednesday that they have reached an agreement with Sens. Mark Kirk, R-Ill., and Chuck Schumer, D-N.Y., on the legislation, which would expand background checks to cover firearm sales at gun shows and over the Internet.
The push for new measures to reduce gun violence was sparked by the December shooting in Newtown, Conn., which Manchin said “changed us all.”
“This amendment won’t ease the pain… but nobody here, not one of us in this great capital of ours in good conscious could sit by and not try to prevent a day like that from happening again,” he said.

Those laws are already in place in Colorado, and had no impact on James Holmes. Lanza did not purchase the handguns he used. The law is useless.

Sandy Hook would have been prevented by a security guard, and the senators have done nothing to fix that problem.
I suspect that one aspect of this is that these people want to be seen as doing something “positive”.

This is a useless feel-good measure that won’t stop criminals from acquiring guns, but will lead to gun registration and eventual confiscation. Such laws are also unconstitutional. Members of Congress can’t simply re-write the Second Amendment when it suits their political tastes. They need to use the amendment process as outlined in the Constitution. “Universal background checks” and “assault weapon” bans are merely the latest assaults by government despots on our God-given right to self defense.
