The Arctic which meteorologists refer to, is a very cold place which frequently sends frigid air down across North America, Europe and Asia.
Climatologists frequently refer to a very different Arctic. Their Arctic is a virtual place full of melting ice, open seas and drowning bear cubs. It isn’t completely clear yet how the same air mass which reportedly melts ice north of 80N, is capable of dropping temperatures to well below freezing at 30N – but climate experts are still working on that.

Heck, if I were a polar bear and the choice was wander the snow, ice and freezing water for a bit to eat, or visit the warm village full of those real tender n’tasty humans, umm, I believe I’d take the latter.
Maybe one day they’ll get the message – polar bears live in that environment, humans are late-comers that can’t survive there unaided.
Arctic ice is much colder and acclimatized to the frigid temperatures. That’s why it gets hot and starts melting at temperatures that freeze water instantly in warmer climates.
