It was probably a government funded research project to track stream flow and speed of mixing when the water from a source enters a larger river. The fountain incident was to determine how long it would remain when introduced into a confined system such as the fountain.
Either that or someone got their days mixed up and thought it was St Paddy’s Day!
I’m beginning to think there is some eco-terrorism running amok.

That looks like a green tracer dye. Someone should investigate if someone was doing a sewer trace check in the area. Some storm drain nearby outfalling to the river is the probable source. Or someone through some dye powder in the river thinking it would be funny.
Either that or it is ethylene glycol, in which case it would have killed everything.
The same thing happens to the Chicago River on every St. Patricks day. It happens to a lot of Beer on that occasion also. It’s obviously related to ACC/AGW/ACD.
