Generally speaking, it was true, as long as reasonable precautions were taken and radiation-exposure badges were worn and tested.
I worked there for 15 years [intermittently] and enjoyed it all. NTS should be a National Park for scenic qualities and environmental preservation/isolation alone.
What many fail to appreciate is that, in 1947-1953 or so, nuclear energy was an incredible unknown with amazing potential to transform human society with virtually limitless energy. Of course, tests and experiments had to be conducted to learn the limits of “safe” application. These tests were not done with callous disregard for human or environmental risk, but were done within limits of “safety” as understood at the time.
One simply cannot judge past behavior by modern criteria.
