Radiative transfer models show that Methane has almost no impact on downwelling longwave radiation, This is because it is very low concentration, and because it overlaps with the absorption/emission spectra of H2O.
On March 27, 1910 temperatures were 70F (21C) all the way to the shores of Lake Superior. Salem Indiana reached 97F (36C.) If this happened now, scientists would say they are 99% certain it was caused by humans.
NASA says that global temperatures bottomed in 1910.

Hot days in the US were far more common from 1910 to 1955, than they have been since 1955.
A typical example of this is at Indiana University in Bloomington, where the frequency of hot days plummeted after 1955.
From 1910 to 1955 they averaged 32.5 days over 90F per year, with a peak of 70 days in 1913.
The summer of 1913 also brought California the hottest weather ever recorded on Earth.
But since 1955, Bloomington averages less than half as many 90 degree days, as they did from 1910 to 1955.
If NOAA had actual scientists working on climate, they would want to understand this cooling, rather than just trying to hide it.
