We don’t know who the leaders of the Arab world will be in six months, or even what type of system of government they will have.
Both sides of the pond have unstable governments. Obama is a loose cannon who doesn’t honor agreements made by his predecessors, and most Arab states now have exactly the same problem. What kind of idiot would attempt to negotiate a treaty under those circimstances?
