…and blame Congress
But back then, we held the president responsible, and it wasn’t Congress and the Senates fault…
It was the democrat congress and senate the last two years of Bush….
…just like it was the republican congress and senate that made Clinton look good

True, but take into account that even the half-drowned bunnies were ignoring Carter by the time his official lame-duck session started.
(also keeping in mind that Carter’s party controlled both houses during his entire tenure)
