Actually, I think there is some slight difference between the two sea levels, but no, that is certainly not why the locks are there.

The only thing they (left, right, muddled middle) argue about is “our gang of thugs” vs “your gang of thugs”. It is who to sacrifice to whom and for what purpose. The justification that it is for the sacred *other* is little more than weak perfume to cover the stench of corruption. It is sacrifice of all to all 24/7 all year every year. Unalienable individual rights don’t even enter into their consciousness let alone into the narrative.
Sadly, We the People mostly don’t notice that we have been had by by the process. It is meager handouts and corrupt sideshows until the bitter end. See ancient Rome and the entirety of the 20th century for instructive detail.
You must not understand how much good the Feds do! I only pay a mere tens of thousands of dollars in taxes each year, but I get back at least a few hundred dollars in benefits!
