   The temperatures referred to in this newspaper report are NOT for Sydney, but locally at Broken Hill. Broken Hill is some 1100km (700 miles) west of Sydney, in a desert environment. Temperatures reach 40 C (104 F) on average five days each summer.

   This link http://www.australiasevereweather.com/links/temprec/syd-d01.htm lists temperature records for Sydney from 1859 to 2005. The maximum temperature for 1st January 1906 is listed at just 20.5C (68.9F) and 18.5C (65.3F) for 2nd January 1906, and a minimum overnight temperature of 14.6C (58.28F) for 3rd January 1906.
