      If the options are to shoot a person carrying toilet paper, and not shooting him, I suggest not shooting. It becomes cheaper.

      If your problem is petty thieves, the moral can’t be brought with grossly violent on street punishment. No. People need to learn to shame and respect, and you don’t do that with firearms.

  2. Well…kind of.
    US has one of if not the highest incarceration rates in the world. While progressives want velvet handed justice and conservatives are more iron fisted, there is something else wrong with the system. For the benifit of lower labour costs in the late 1700s/early 1800s America now pays the price. A transplanted race, historically discriminated against and disenfranchised, struggles for legitimacy and prosperity. There is a long history of racial tension in certain US states.
    It seems more situational than government policy based.
    Mogadishu on the other hand is a war of competing, sometimes religious, warlords in a poverty ridden wasteland. I doubt they can afford to incarcerate very many people.

      Pure unadulterated BS. The problem is that the state make promises, and people buy into them. The real problem is people need to be taught that they are responsible for their own out comes, it not up to government to take care of you. A immigrate black does better that a Black person raise here, how in the hell do you explain that. That not only true for black but just about every other nationality also. We have a broke education system that does not expect children to rise to their highest levels instead it now caters to the children lowest levels. Liberal and progressive have just about killed this country and you Password Protected have bought into their adult bovine fetal mater.

        One feasible solution is that the immigrant had hope….their judgement about their future prospects had not been discoloured by having to live in a country where televised Rodney King beatings show you what your future could hold in store.

    Wow! So 14% of whites are killed by blacks who only make up 13.2% of the population, and only 7.6% of blacks are killed by whites who make up a whopping 77.7% of the U.S. population.

    A “white” homicide victim is over twice as likely to be killed by a black than a black homicide victim is to be killed by a “white.”

    Blacks are also disproportionately represented among cop killers. In 2013, blacks made up 42 percent of all cop killers whose race was known.

      The second quote would indicate that 7.6% is less than half of 14%.

    First there was Des*egregation Busing of inner city kids to the suburbs to give them access to white suburbia schooling. That happened in the late 1960s.

    Then blacks were given a better change at college than a white person in the USA. (Again this happened in the late 1960s. We had a ton of innercity kids show up at the university I attended in my second year.)

    A black has a better chance at a job than a white person in the USA. Blacks according to the last Census are 12.3% of the US population. Whether qualified or not, because of Aff*irmative A*ction, companies were forced to hire blacks to meet the Demographics quote or risk being sued. Once hired the blacks were ‘Fire proof’ I saw that often enough in my career. They could refuse to work, break equipment while throwing a temper-tantrum, mouth off and you STILL could not fire them! (BTDT on several occasions.)

    The most stable jobs in America, are state and govt jobs. For the most part they are recession proof, offer great benefits, and are basically a job that once you get into, you are there for life, and after retirement you receive a great pension. Added points to test scores on civil service exams is a typical situation but not one that is often talked about.

        Asians and Jews have a culture that holds education in very high regard. Despite centuries of persecution the Jews STILL honor education. As I said below the problem is paying women (and their parasitic men) to sit on their rumps and pop babies. Not to mention the Progs repeatedly telling BLACKS that White OWE THEM.

          During my college days, I worked as a repoman in East St Louis, and had to enter the worst homes, in the worst housing projects in the US. I could barely afford to feed myself working up to 60 hours per week, and would pull up in a van to see BMW, Lexus, Mercedes, Cadillac and many other luxury cars parked out front. The kids were the last consideration in the vast majority of those homes, they were merely paychecks. It was common to see kids locked in a house with zero supervision, and bars on the windows that would prevent then from escaping a fire.

          I cannot count the number of times we called Child Protective Services, and then returned to the home days later to find nothing had changed. We usually rode alone in the vans, but occassionally we would team up, and on one run my partner for the day “kidnapped” twins that he saw being abused. He nearly faced charges, but thankfully the responding officer was smart, and threatened the mother with CPS and she backed down.

          I could write books about my experiences in the “hood”, and my friends have urged me to do so. Maybe someday.

      WELFARE!!!! The US government has now created a new job category, Un-wed Mother! Between Section 8 housing, food stamps and all the other goodies staying home and poping babies pays much better then a minimum wage job.

      A small businessman I knew who built hand-made harps complained that he could not hire help because the ladies he talked to all were better paid staying at home getting welfare. You have to pay double minimum wage UNDER THE TABLE to entice someone. Most small business people will echo this complaint. (Major conversation at more than one crafts festivals – it is a common complaint.)

      How does it work? In Taxachusetts a Social worker can not make surpise inspections. They must make an appointment with the welfare Mom. This means her boy friend has time to pack and leave and she has time to bring in her sister’s kids to augment her ‘pay’ A made-up story? No just business as usual in Taxachusetts. You can ask any one who is honest and rents section 8 housing. I got that same complaint from a couple guys at work, one living next door to the welfare mom, and also from a friend who is a landlord in New York.

      So what about the guy? I know one guy who brags he fathered 52 children. I know a couple of his ‘ladies’ and they are scared to death of him. Not surprising since his rap sheet includes assualt and assualt with a deadly weapon.

      And that plus drugs creates the problem we see in the inner cities and it is not just the blacks either. The Welfare mentality cuts across lines.

        Another study I read awhile back showed that a single mother who takes a $21,000 job loses @ $40,000 in bebefits.

          Under forfeiture statutes, innocent owners of property or money, never charged with a crime, still must prove their innocence through complex proceedings. . Under civil asset forfeiture laws, the simple possession of cash, with no drugs or other contraband, can be considered evidence of criminal activity.

          Results from the Asset Forfeiture study above revealed a concentration on seizing real property with a high value. In addition, real property seizures are preplanned and commonly made under the controversial facilitation statute.

          EXAMPLES FROM THE STUDY:

          When asked why a search warrant would not be served on a suspect known to have resale quantities of contraband one officer responded:
          “Because that would just give us a bunch of dope and the hassle of having to book him (the suspect). We’ve got all the dope we need in the property room, just stick to rounding up cases with big money and stay away from warrants.”

          In another case officers were instructed to wait until most of a large shipment was converted into cash.

          This perversion of law enforcement priorities was the subject of an empirical study “Efficiency is measured by the amount of money seized rather than impact on drug trafficking.” ,Drug Enforcement’s Double-Edged Sword: An Assessment of Asset Forfeiture Programs described forfeiture as a “dysfunctional policy” that forces law enforcement agencies to subordinate justice to profit.

          Police for Profit

          With states and cities struggling with deficits, one fertile source of revenue has been money or property seized by police in possible connection with crimes. Not to be left behind, Illinois has pursued this tactic aggressively, using a law which encourages both police departments and prosecutors to take property for forfeiture, long before the accused ever get their day in court.

          …Under Illinois law, the state has 187 days after property is seized to file forfeiture proceedings. Meanwhile, of forfeited funds seized, 25% lands in the lap of the prosecutor’s office. Another 65% goes to the department that seized the property, giving police added incentive to take the property to pad their budgets. Justice Sonia Sotomayor noted this police incentive with concern.

          The numbers can be hefty. In 2008, the Chicago Police Department bragged it took in some $13.5 million in asset forfeitures, nearly double what it had seized the previous year. Golly. Inquiring minds will wonder if there were actually double the situations that called for asset forfeiture last year, or if the Chicago PD is simply more assertive about detaining property when the city is short of money.

          The case comes from the Seventh Circuit Court of Appeals, which vindicated the citizens when it ruled that the time between forfeiture and judicial hearing presented an unconstitutional delay…

          The Illinois law compares awkwardly with the federal Civil Asset Forfeiture Reform Act of 2000. As the Cato Institute details in an amicus brief, while the two laws may establish comparable time frames, federal civil forfeiture actions can often run into the hundreds of millions of dollars, a level of cost and complexity well beyond the property at issue under the Illinois drug law. The better match-up is with other state forfeiture laws, and here Illinois performs miserably, taking many times as long to provide a hearing as the likes of Florida, Iowa, Arizona, Missouri and Texas….

          Did the Civil Asset Forfeiture Reform Act of 2000 fix the problem NO!

          FEAR who has worked on getting the reform says:

          …The Senate compromise also added 200 or more new federal offenses to the list of offenses that trigger forfeiture.

          Unfortunately some of CAFRA’s [Civil Asset Forfeiture Reform Act of 2000] most important reforms have since been nullified by prosecutors and the courts. Even in those cases where CAFRA requires counsel for indigent claimants, judges have created exceptions to avoid appointing counsel. Attorneys’ fees are rarely reimbursed these days because the courts have created exceptions by construing “substantially prevail” to mean something other than winning your property back.

          Rather than reining in aggressive forfeitures as Congress expected, after CAFRA was enacted federal forfeiture revenue skyrocketed from $470 million in 2001 to $6.5 billion in 2013. The abuses continued and multiplied….

          It is an example of :Cause the problem so you can suck up wealth to ‘treat’ the problem.

          When they shut down Prohibition they just switched the bureaucracy to drugs. Same song different day.

    Gee, if police were to be so hated in this country that their jobs became even more dangerous and less people wanted to be police officers, well, maybe the government would direct the military to step in and become the sole law enforcement. I’m not a conspiracy theorist by nature, but this sure seems like a war on cops.
