Has it only been 7 months? And the reason it hasn’t capsized, obviously, is that the admiral ordered an even distribution of sailors and marines on each side of the island right after the hearing! (with many in the low laying center to act as a ballast.) Thank goodness the people of GA(Atlanta I think) had the sense to send this brilliant politician to represent them in congress! (this speaks volumes about the people he represents) He prolly single-handedly saved Guam!
