I wouldn’t rely overmuch on Caruba. He often does not concern himself overmuch with factual accuracy or complexities of reality.
African societies, like all others, succeed or fail primarily on the basis of their ability to supercede their tribal past and impartially implement the rule of law.

“Nobel Laureate” has lost its luster since they decided to get political about it. Those receiving the awards get them not for work, but for the committee to make a political statement. Thus any statement with a qualifier of “Nobel Laureate” is bascially useless, and the person should be judged on other accomplishments instead of the fact they are politically correct.
