    just above what you copied was this relevant text

    and the the FULL quote that you took the above snippet from.
    “But the search for a! navigable north-west or north-east passage has so far been in vain. It has cost hundreds of lives and millions in money. Men in ships have circumnavigated the Arctic Ocean, yet a practical route for surface vessels has not been found.”

    Somehow that does not sound like he is talking about any period where the arctic was close to being ice free, since he is talking about using submarines to go under the ice.

    as always i await the deluge of proofs that I am an idiot.
