The fact of evolution is a fact. The theory of evolution describes the fact. The theory may be wrong, but the fact remains.
Consider gravity: the fact of gravity is the falling apple. Newton’s theory described that fact. Neton’s theory was wrong in so much as it breaks down for objects moving near the speed of light and for tiny objects. (It’s stillgood for everyday use.)
So, what’s the fact of evolution? Evolution is “descent with modification”. Descent is an obvious fact: we are born. Modification is readily apparent if you look at humans of different races.
That we are all humans means we must have common descent, yet we have obvious racial differences: we are modified.
So, descent is a fact and modification is a fact. From those two facts evolution must inevitably follow.
QED.

In reality it would multiply Earth’s problems rather than reduce, as each group will fight for their version of the “Perfect Human”, resulting in total chaos.
I think the actual implementation was to exterminate or ‘phase out’ through sterilization, undesirable human characteristics indicating inferiority. The criteria being such things as eye, hair and skin colour…
My point is that, sfaics, there’s no such thing as civil eugenics.
The holocaust is an historical fact, was instituted by Nazis, was based on eugenics – the perfection of the human race by experimentation and the anihilation of a selection of ‘other’ humans, – and it was an abomination.
Eugenics was the pseudo-scientific justification for actioning a particular idealogical/political/social prejudice. It had been in those societies for centuries before anyone knew what eugenics was.
And the sick thinking continues on with organisations like The Club of Rome. ‘The World has a Cancer and the Cancer is Man’, Mankind at the Turning Point, 1974.
