    The EU tried this approach:

    Europol (EU Police) Reports EU Carbon Credits trading is fraudulent. According to the European police force Europol, the European market for trading CO2 is permeated with fraud. In some countries up to 90 percent of sales related to fraud, reports Europol.

    Norway latest to announce carbon fraud crackdown. Norway looks to have become the latest in a string of European countries to fall foul of complicated fraud involving EU carbon credits.

    Carbon trading fraud in Belgium. Belgian prosecutors highlighted the massive losses faced by EU governments from VAT fraud today after they charged three Britons and a Dutchman with money-laundering following an investigation into a multimillion-pound scam involving carbon emissions permits.

    Toxic gases are being created just to earn carbon credits: OVER 50 PER CENT OF THE TOTAL CARBON CREDITS ISSUED UNTIL JULY 2012 WERE FOR THE DESTRUCTION OF A DEADLY GREENHOUSE GAS CALLED HFC-23 (HYDRO FLUORO CARBONS-23). It is 11,700 times more potent a greenhouse gas than carbon dioxide AND IS BEING CREATED FOR THE SOLE PURPOSE OF RECEIVING CARBON CREDITS FOR ITS DESTRUCTION.

    Or, maybe we should stick with the original plan of giving the money to the governments

    Not to be Outdone: It appears that California’s Cap-and-Trade Program is 100% fraud. Governor Brown wants to use that money to cover the state’s general fund expenses: California has begun auctioning off carbon emission permits as part of its cap-and-trade program. They’re basically licenses to pollute that businesses can buy to offset their emissions. The money — $500 million collected so far — goes into the Greenhouse Gas Reduction Fund. Governor Brown now wants to “borrow” it to cover the state’s general fund expenses.

    What they mean by giving aid is preventing poor people in third world countries from accessing cheap abundant energy, keeping them in poverty. Obama made that clear in his recent speech in Africa(?).

    The alarmists have finally realized their contradictory ideology, and Obama even portrayed it in person recently in Africa*. Too bad making speeches doesn’t equate into changing realities.
    It’ll be an environmental disaster when Africa is developed like China’s model in coming decades. There’s no two ways around it: pro-development conflicts with pro-environment. Climate change alarmists will be tested on this. Watch how they reveal their real aim is more funding, when they seek ways to fund carbon mitigation in Africa, and it fails. Watch how they’ll stay quiet when that happens, revealing their true selves are about getting grants, and staying funded, no matter how bad the environment gets (and how long the climate doesn’t worsen).

    *Obama said one day he wants to sell iPads to Africa, then a few days later asked them to avoid air conditioning and cars, big homes (development).
